Section 1: Structure of the Supreme Royal Council
- The Supreme Royal Council shall be a bicameral parliament, consisting of two chambers: the Royal Council of Representatives and the Royal Council of Knights.
- The Supreme Royal Council shall retain its name as the highest legislative body in the Kingdom of Wescocia, responsible for enacting laws, overseeing government activities, and representing the interests of the people.
Section 2: Royal Council of Representatives
- The Royal Council of Representatives shall be the lower chamber of the Supreme Royal Council, representing the will and interests of the people.
- The representatives shall be elected by free people's election, conducted every four years, ensuring a fair and democratic process.
- The Royal Council of Representatives shall have the authority to propose, discuss, and pass legislation, oversee the government's activities, and represent the concerns of the general population.
- The head of the Royal Council of Representatives shall be the Speaker, elected from among the representatives, responsible for presiding over the chamber's proceedings, maintaining order, and facilitating discussions.
Section 3: Royal Council of Knights
- The Royal Council of Knights shall be the upper chamber of the Supreme Royal Council, representing the noble class and their expertise.
- The representatives in the Royal Council of Knights shall be hereditary knights, passing down their positions until their retirement, decease, or removal from the position by the Knight High Chancellor or the Monarch using their royal prerogatives.
- Hereditary knights shall bring their ancestral knowledge and experience to the chamber, contributing to the legislative process and upholding the interests of the noble class.
- In exceptional cases, the Knight High Chancellor or the Monarch may exercise their royal prerogatives to remove a hereditary knight from their position, ensuring the highest standards of conduct and representation within the chamber.
- Vacant positions in the Royal Council of Knights shall be filled either through the established hereditary succession process or, if deemed necessary, the Monarch, with the advice of the Knight High Chancellor, may choose other qualified nobles to take up these positions, maintaining the continuity of noble representation in the upper chamber.
- The head of the Royal Council of Knights shall be the Knight High Chancellor, either elected from among the noble representatives or be picked by monarch with the advice from the Prime Minister and noble representatives, responsible for leading the chamber, overseeing its activities, and upholding the interests of the noble class.
Section 4: Powers and Functions
- Both chambers of the Supreme Royal Council shall have the authority to propose, amend, and pass laws, subject to the provisions of this constitution.
- Each chamber shall have the power to review and scrutinize government policies, debate issues of national importance, and hold the government accountable for its actions.
- Legislative proposals shall require the approval of both chambers before becoming law.
- In the case of a disagreement between the chambers, efforts shall be made to reach a consensus through dialogue and negotiation.
